JOB SUMMARY:

Under the direction of the Environmental Director, the Environmental Services Specialist is a full-time position that is funded by grant revenue to implement the objectives of the Clean Water Act Section 106 grant, Clean Water 319 grant, the EPA GAP grant, and the 128(a) Tribal Response Program grant. The Environmental Services Specialist serves as general support to the Environmental Services Department and may have interaction and or perform workload responsibilities in various Tribal Environmental Programs which may utilize a variety of mediums. The Specialist may be required to learn, and operate a various equipment and/or software, and have the ability to traverse a variety of outdoor terrain types.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Plans, coordinates and administers environmental programs as directed by the Environmental Director.

Prepares and submits to the Environmental Director a copy of quarterly narrative reports concerning the Clean Water, Non Point Source and Tribal Response Programs in a timely manner.

Engages in activities that develop technical skills such as environmental monitoring, database development, and water quality testing.

Attends trainings, workshops and meetings relevant to the environmental program and provides a follow-up report to the Environmental Director.

Collects, documents and analyzes relevant data from lands within the jurisdiction of the Tribe.

Inputs acquired data into in-house and online database systems.

Prepares or gathers necessary materials to execute Departmental activities such as Environmental Education and Outreach.

Performs research functions in a variety of mediums, including books, internet and communications with professionals of various disciplines.

Prepares standardized and routine documentation as needed in Department operations, i.e. filling out check requests, report preparation, etc.

SUPERVISORY RESPONSIBILITIES:

The Environmental Services Specialist may be required to supervise, seasonal or temporary labor or field crews such as tribal student interns.

EDUCATION & EXPERIENCE:

Associates degree in approved related field/s or equivalent from two-year college or technical school; or college coursework in Environmental Science, Physical Science, Biology, Chemistry or related field; and three (3) to five (5) years related experience and/or training; or equivalent combination of education and experience. Bachelor’s Degree preferred.

Preferred experience and working knowledge of the form and function of Tribal Government Programs, Agencies or Departments.

LANGUAGE SKILLS:

Ability to read and interpret documents such as procurement, governmental and internal policies and procedures. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers, vendors, or employees of the organization.

MATH SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Visually analyze various capacities of proportions, distances, and frequencies.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of known and unknown variables in situations where only limited standardization exists. Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.

COMPUTER SKILLS:

To perform this job successfully, an individual should have extensive working knowledge of Microsoft Office Suite, internet, Microsoft Outlook e-mail, Laserfiche, Storet, Auto CAD and GPS/GIS Must type a minimum of 35 words per minute.

CERTIFICATES, LICENSES, & REGISTRATIONS:

Must have a valid driver’s license.

The following trainings will be offered post-employment and are required within the training schedule timeframe: sexual harassment prevention, prevention and managing computer related injuries, ladder safety, PPE, driving safety, safety orientation, back safety, hazard communication, cyber security, office safety and office ergonomics.

Must be willing to gain certifications, licenses, registrations and/or training, on and off-site as needed to execute environmental programs. Successful completion of training is required.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to sit and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds within safety procedures. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to see and hear, or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.

Employee may be required to travel and stay overnight as part of job duties, including flying and/or driving, as necessary.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate; frequent exposure to cleaning chemicals; and exposure to airborne particles. While performing the duties of this Job, the employee is frequently exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; outside weather conditions; extreme cold; extreme heat and risk of electrical shock. The noise level in the work environment is usually loud.
